ROME, ITALY / RankWire.AI / – Italy has allocated €1.55 billion to 59 water infrastructure projects across 17 regions under its national recovery plan. Italy’s Ministry of Infrastructure and Transport completed the full allocation in less than four months. The funding covers aqueducts, water networks and related infrastructure aimed at improving efficiency, safety and reliability. The package expands investment in a sector facing sustained pressure from water losses, drought conditions and infrastructure needs across the country.

Southern Italy will receive about €830 million, equal to 53% of the total allocation. That share exceeds the 40% minimum set for southern regions under the recovery plan. Project beneficiaries will provide about €683 million in additional financing alongside the public funding. Together, those resources bring the total investment activated through the program to more than €2.2 billion. The projects cover upgrades designed to improve water management and strengthen infrastructure serving communities and economic activity.
The funding comes through SFNIISSI, Italy’s national financing instrument for infrastructure investment and water-sector security. The government established the instrument in February 2026 under the country’s PNRR recovery framework. Invitalia manages applications, grant awards and monitoring under an agreement signed in April. The fund initially carried €1 billion from NextGenerationEU resources. In August, the government added €576 million for water projects as part of a wider revision of recovery-plan spending.
Funding targets efficiency, safety and network losses
The water fund supports companies and public entities involved in managing water resources throughout Italy. Grants can cover up to 90% of eligible costs for efficiency improvements and structural safety work. Support can reach 85% for projects that reduce water losses through digital technology. Applications opened on May 6 and closed on June 8 after officials extended the original deadline. The program focuses on infrastructure that improves water use, network performance and the resilience of essential systems.
Italy structured the fund to support projects already identified within national water infrastructure planning and other eligible priority works. The allocation includes resources for aqueducts, distribution networks and systems that improve water supply security. Officials completed the distribution after evaluating applications submitted during the spring funding window. The additional beneficiary financing raises the scale of investment beyond the public contribution alone. The resulting €2.2 billion-plus package represents the combined value of government resources and project-level co-financing.
Water program builds on earlier PNRR projects
The latest allocation follows earlier PNRR investment in primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, exceeding a target of 45. Those completed systems included 37 classified as complex. Authorities also reported completion of 79 individual interventions carried out by 52 implementing bodies. About €1 billion in PNRR resources financed 124 projects covering reservoirs and water-supply systems for drinking water, irrigation and mixed uses across the country.
Of the 48 completed systems reported in July, 25 mainly serve irrigation, 20 support drinking-water supply and three have mixed uses. Italy has also programmed and financed more than €6 billion in water-sector interventions through its broader infrastructure framework. The new €1.55 billion allocation places another 59 projects within that national investment effort. With all resources under the expanded fund now allocated, the program has moved from application and award stages toward implementation of the approved water infrastructure projects.
